1.3 Procedure followed in decision making process

1.3.(i)    Process of decision making Identify key decision making points
The Head of the Institution is Director. Director is empowered as the Competent Authority for all Administrative, Financial and Disciplinary matters. Director is the Disciplinary Authority of all staff members, upto the level of Senior Principal Scientist. The Director is the final Decision making Authority on all matters. In order to carry out R&D activities and to provide necessary support to such activities, various Divisions have been created as depicted  in the Organisation Chart. Each Division is headed  by a Head of Division. The various Heads of Divisions assist the Director in Policy matters. The Head of Divisions are also responsible for implementation and execution of the decisions made by the Competent Authority. R&D activities are carried out as per R&D Project Proposals approved by the Competent Authority (Director, CRRI or Research Council/ Management Council). Project Leaders are accountable for all the matters pertaining to the project delivery and outputs as envisaged in the Project proposal.

1.3.(iii)  Related Provisions, Acts, Rules etc.

  1. As per the provisions contained in the “Memorandum of Association Rules and Regulations and Bye Laws ” of the Council of Scientific & Industrial Research.
  2. The Central Civil Services (Classification, Control & Appeal) Rules, and the Central Civil Services (Conduct) Rules, for the time being in force, shall apply, so far may be to the officers and establishments in the service of the society, subject to the modification that:

i)  Reference to the ‘President’ & “Government Servant” in the Central    Civil Services (Classification, Control & Appeal) Rules, shall be    construed as reference to the “President of the Society” and “Officer & Establishment in the service of the Society” respectively: and
ii).  Reference to “Government” & “Govt. Servant” in the Central Civil Services (Conduct) Rules, shall be constructed as reference to the “Society” & “Officers & establishments in the service of the Society”repectively.

As per the provisions contained in the “Memorandum of Association Rules and Regulations and Bye Laws ” of the Council of Scientific & Industrial Research.
